Social media sources indicate that Justice Holgate sitting in the High Court granted permission yesterday afternoon (14 December 2022) for a Norfolk resident, Dr Boswell, (who has objected to various highways schemes on carbon-related grounds) to proceed to a substantive hearing in relation to his judicial review challenges of the Norfolk A47 schemes. The challenges are stated to relate to the approach taken to the cumulative assessment of carbon emissions, assessment against the carbon budget in Norfolk County Council's Local Transport Plan 4, impacts on a colony of barbastelle bats and the consultation process.
